Dennis Ross gives a frank assessment of where the peace process failed. He presciently addresses the failure of the international community to hold the Hamas government accountable for the almost daily barrages of Qassam missiles into southern Israel following Israel's withdrawal from Gaza in the summer of '05. Less than a month after his presentation, Hamas tunnels into Israel and kills two soldiers, kidnapping a third.
